Town Hall Square (Raekoja plats) has been Tallinn's central gathering place and marketplace since at least the medieval period, becoming the heart of the Lower Town around the turn of the 13th and 14th centuries. It is framed by pastel-colored Hanseatic-era merchant houses and dominated by the Gothic Town Hall, completed in 1404 and widely regarded as the oldest surviving town hall in Northern Europe.
