Yes, walking through the palace's landscaped park is free — it's only the buildings inside it (palace, Marstallmuseum, pavilions) that charge admission.
Does the Munich City Pass include the Marstallmuseum and park pavilions?
This is genuinely disputed between two official Turbopass channels: the general joint price-list PDF lists both as included, but Turbopass's own dedicated Nymphenburg page states they require a separately purchased ticket (only discounted, not free, with the Munich Card). Confirm at the ticket office rather than assuming either answer.
Are the park pavilions open year-round?
No — they are open only 1 April to 15 October. They are fully closed in winter, regardless of any pass or ticket.
